The "Powell Doctrine" of War:
The former Chairman of the Joint Chiefs of staff, General Colin Powell, instituted the now famous "Powell Doctrine" of war. The basic premise of this method includes several key questions: Is a vital national security interest threatened? Do we have a clear attainable objective? Have the risks and costs been fully and frankly analyzed? Have all other means been fully exhausted? Is there a plausible strategy to avoid endless entanglement? Have the consequences of our action been fully considered? Is the action supported by the American people? Do we have genuine broad international support? These are the key questions we want you to keep in mind as you ponder the 21st Century mode of "warfare."
We live in a world of technology. Computers and information technology are a significant aspect of this technological world. According to the US News & World Report (June, 2009, pp. 56-57) is this interesting and startling statement: "Partly because of these vulnerabilities, the FBI says cyber security is now its No. 3 priority, after counter terrorism and counterintelligence. Online crimes can range from simple identity theft to a full scale attack on a financial firm's computer network. But even routine fraudulent Internet transactions of various types are up; they rose by a third from 2007 to a total of $265 million last year, according to the FBI's Internet Crime Complaint Center."
